Barbara is a partner in the law firm Sullivan Green Seavy L.L.C. where she has represented clients in matters involving land use and development, oil and gas development, mining, water development, water quality, and low-level radioactive waste. As a member of the west slope negotiating team, Barbara helped bring about the historic Colorado River Cooperative Agreement and she also represents clients in the Colorado Water Plan process. In addition, Barbara’s practice includes litigation and rulemaking related to local government authority over oil and gas development, and she served on the first Governor’s Task Force on state and local regulation of oil and gas development.
Barbara is a member of the Colorado Mined Land Reclamation Board and University of Denver Water Law Review Advisory Council. Barbara holds a B.A. from Northwestern University, an M.P.A. from the University of Colorado in Boulder, and a M.H. from University of Colorado at Denver.
